The rule of Heraclius (610–641) was characterized by devastating crises and unexpected triumphs for the Eastern Roman-Byzantine Empire. This study shows how the state apparatus stayed resilient in the face of acute challenges. It focuses on how state rule and administrative structures adapted, generating resources to overcome state vulnerabilities.
